Russia has been having its own tactical-short term diplomatic maneuvers with respect to Iran. It on one hand participates in Iranian nuclear technology but drag the process so long that no other country in the world would feel signing any turn-key contracts with Moscow.
The Russians also signed an S-300 contract with Iran and again failed on the delivery of the system over six month. Moscow also supported the IAEA's resolution against Iran, last week. later, Russian Energy Minister traveled to Tehran and assured Iranians that the Bushehr nuclear power plant would be completed on time.
Iranian officials earlier dismissed talks of further sanction and vowed to continue on with the county's nuclear program without stop.
